It acknowledged that with these converging elements a solid basis is now emerging for the establishment of the Resource-Loaded Updated Integrated Schedule up to First Plasma and a high-level paper detailing the schedule from First Plasma to Deuterium-Tritium Operation. The ITER Council charged the Director-General with completing the refinement of the schedule and associated resources presented at IC-17, following iterations with Domestic Agencies and taking into account the recommendations of the ICRG report and the known constraints of the Members, in time for submission to the ITER Council in June 2016 (IC-18). The Council decided that the ICRG report be released immediately for the use of each Member's Government. Hopefully, this report will be made available to the US fusion community. April 28 2016 The Energy Subcommittee of the House Committee on Science, Space, and Technology held a Hearing - An Overview of Fusion Energy Science on April 20, 2016. ITER DG Bernard Bigot, Stewart Prager PPPL and Scott Hsu LANL appeared as witnesses. Witness statements, and video recording of the 2 hour hearing are available. April 20, 2016 House Appropriation Subcommittee on Markup on the FY 2017 Appropriation bill for Energy and Water Development recommends: $450,000,000 for Fusion Energy Sciences, $12,000,000 above fiscal year 2016 and $51,822,000 above the budget request, and $125,000,000 for the U.S. contribution to the ITER project. The Committee directs the Department to submit not later than December 1, 2016, a follow-up report to its May 2, 2016, report updating findings on its ITER recommendations. April 18, 2016 D-Day Approaches for Continuation of US Participation in ITER: At the November 17-18, 2015 ITER Council meeting , the ITER Council reviewed the progress made by the ITER Organization and Domestic agencies during the previous six months. The ITER Council approved a schedule and milestones covering 2016-2017, and decided to conduct an independent review of the overall schedule and associated resources and to consider possible additional measures for expediting the schedule and reducing costs. (n.b.- This review is scheduled to be completed by April 15, 2016 ). The Council plans to complete these reviews and reach agreement on the overall schedule through First Plasma by June 2016. The ITER Council has scheduled an Extraordinary meeting for April 27-28, 2016 to consider the report of the independent review of the ITER schedule and International Organization budget needs. posted April 14, 2016 The FY 2016 Energy and Water Development Appropriations Act (Dec 18, 2015) requires that: The Department shall provide to the Committees on Appropriations of both Houses of Congress not later than February 15, 2016, and again on August 15, 2016, a report on the status of the ITER project and the implementation of the Director General's Action Plan, including new budget projections, project schedule, cost overruns, delays, organizational structure changes, manufacturing deliveries, assembly, and installation. Provided further, That not later than May 2, 2016, the Secretary of Energy shall submit to the Committees on Appropriations of both Houses of Congress a report recommending either that the United States remain a partner in the ITER project after October 2017 or terminate participation, which shall include, as applicable, an estimate of either the full cost, by fiscal year, of all future Federal funding requirements for construction, operation, and maintenance of ITER or the cost of termination. However, the information in the report has not been released to the public.
